The German law system does not plan an official or normal relationship to governmental authorities. Our member associations and DVT itself have good relations to the relevant authorities and governmental authorities who frequently consult DVT and VDI on general engineering matters. A very good example are the "Ingenieurgesetze der Länder", which were drafted by VDI and DVT together.

In special technical fields the government will seek advice from qualified organizations. For example if the government plans decisions in the field of nuclear energy they would ask Deutsches Atomforum or Kerntechnische Gesellschaft for relevant advice.

The Polish National Member of FEANI, i.e. the Polish Federation of Engineering Associations (PFEA) as well as its Member Associations function on the basis of and in accordance with the Polish Law on Associations (Act of April 7 1989).

In addition, the Polish Federation of Engineering Associations (PFEA) functions on the basis of its Statutes and according to its provisions which among others clearly defines PFEA's and Engineering Associations position with regard to professional rights and interests of engineers, as well as contacts with national authorities (presenting opinions and suggestions on matters pertinent to technology, science and economy, etc), representing the engineering community in front of those authorities.

Polish Federation of Engineering Associations is a non-governmental and self-financing organization, which does not get subsidies from the government.

Member Associations of PFEA have the status of legal persons, have their own statutes, their membership in PFEA is voluntary. One of their statutory duties is to protect professional rights and interests of engineers within the branch of engineering they represent.

The Engineering Profession, the professional titles "Magister Inzynier" (Mgr Inz.) and "Inzynier" (Inz.) are protected by the Polish law (Act. n° 385 on Higher Education of September 12, 1990).

In discussions about engineering education, international recognition of engineers, the promotion of engineering and technicians they frequently present their views to government and parliament, and are frequently invited to do so. Representatives of the organisations take part regularly in meetings about the afore mentioned subjects which are organized by government. They play an active part in the 'Bèta Federation' of organisations for Science and Technology. This federation repeatedly held informal discussions with ministers of Education and Economic Affairs and their main advisers.

The Royal Institution is one of the participants in the realization of the 'Regulation for the relationship between consulting engineers and principals'. The other one is the Netherlands Council of Consulting Engineers ONRI.

Thus the engineering organisations affiliated to FEANI and the 'ONRI' are fully representative for the engineering profession in Holland

Finally it should be emphasized that in Holland the engineering profession is not a regulated one according to the European Communities' Council Directive of 21 December 1988, except in rare cases. This means that Dutch legislation according to this directive does not imply any formal role for the engineering associations.

The four member organisations of the Finnish National Committee for FEANI are all independent registered associations (according to Finnish law on associations). These organisations actively give their contribution on planning of education policy, not with the authority of law, but through acceptance of their positions in society. As the majority of engineers - both MSc and BSc - are members of the organisations, they have a position to negotiate with government officials and ministers. The organisations are highly respected in Finnish society although there is no official regulations on their position.

The Society of Danish Engineers, IDA, is an organization that administers the interests of all engineers in Denmark and, as well as the interests of persons who co-operate to fulfill tasks of a technical or technological character. 

IDA is the professional organization for all Danish engineers, encompassing around 60.000 members. IDA serves the interests of the engineering profession in all significant respects, both with regard to the profession's general interests and to the interests of individual members. In this way, IDA exerts significant influence on Danish technological, industrial and labour market policies.

The Swiss Society of Engineers and Architects, SIA, was founded in 1837. Today, it has over 11.000 members, all of them qualified engineers and architects (most of them graduates of the Swiss Federal Institutes of Technology) from a total of 15 different branches : 38% are architects, 35% civil engineers and 27% from other engineering professions. 14 specialized groups devote themselves to interests specifically related to their subject.

In the framework of the Swiss Association of Standardization, SIA is responsible for the elaboration and publication of National Building Standards. Members of SIA are engaged in the Task Commissions and Working Groups of CEN, the European Committee for Standardization. SIA is responsible for the implementation of European  Building Standards in Switzerland.

The Swiss Technical Association, STA, has been founded in 1905. With some 18.000 members, the STA covers above all qualified engineers and architects, graduated at an engineering school. The Consiglio Nazionale degli Ingegnieri (CNI, National Council of Engineers) is an association set up by public law for the purpose of overseeing the organization of the engineering sector at a national level.  It operates under the jurisdiction of the Ministry of Justice.  Its headquarters are in Rome

CNI was founded in 1925 in accordance with law No. 2537 of 23 October 1925.Today the organization is the legal representative of Italian engineers with institutional duties for the defence of the important interests of the entire profession. It plays an essential role in promoting, developing and intensifying engineering activity in order to increase the influence of this profession in the society at large.

As an institution, CNI acts as a consultant to both Parliament and the Government on matters concerning the practice of the profession and, in general, engineering problems. The organization carries out this duty by drawing up proposals of law or regulations concerning the engineering profession (Art. 14 D.LTN. n. 382, 1944).

Lund University , with seven faculties and a number of research centers and specialized institutes, is the largest unit for research and higher education in Sweden .

The main part of the university is situated in Lund, but a number of departments for research and education are located in Malmö and Helsingborg 

Lund University was founded in 1666, partly in order to knit the provinces which had been ceded by  Denmark in 1658 closer to  Sweden . Since then, the University has developed into a modern international centre for research and higher education.

ITU was established in 1773, during the time of the Ottoman Sultan Mustafa III. With its original name "Muhendishane-i Bahr-i Humayun", The Royal School of Naval Engineering, its responsibility was to educate chart masters and ship builders. In 1795, the "Muhendishane-i Berr-i Humayun", The Royal School of Military Engineering, was established to educate the technical staff in the army. In 1847, education in the field of architecture was also introduced. 

Established in 1883, the School of Civil Engineering assumed the name "Engineering Academy", with the aim of teaching essentials skills needed in planning and implementing the country’s new infrastructure projects. Gaining university status in 1928, the  Engineering Academy continued to provide education in the fields of engineering and architecture until it was incorporated into ITU in 1944. Finally, in 1946, ITU became an autonomous university which included the Faculties of Architecture, Civil Engineering, Mechanical Engineering, and Electrical and Electronic Engineering. 

With a history stretching back over 227 years, providing technical education within a modern educational environment and strong academic staff, ITU is strongly identified with architectural and engineering education in Turkey . Since its inception and foundation under Ottoman rule, ITU has constantly lead the way in reform movements, and in the latter era of the Republic of Turkey, ITU has assumed pivotal roles in the reconstruction, modernization, and administration of the country. The efforts and expertise of ITU graduates have been major contributors in the planning and construction of  Turkey’s roads, bridges, dams, factories, buildings, energy plants, communication networks, villages and cities. ITU is a state university which defines and continues to update methods of engineering and architecture in  Turkey. It provides its students with modern educational facilities while retaining traditional values, as well as using its strong international contacts to mould young, talented individuals who can compete in the global arena.

The Vienna University of Technology was founded in 1815 as Imperial-Royal Polytechnical Institute.  It was the first University of  Technology within present-day German-speaking  Europe . Today the university finds high international and domestic recognition in teaching as well as in research and is a highly esteemed partner of innovation oriented enterprises. 

The TU offers a wide range of possibilities for studying: At the university's eight faculties (Faculty of Mathematics and Geo information; Faculty of Physics; Faculty of Chemistry; Faculty of Informatics; Faculty of Electrical Engineering and Information Technology; Faculty of Mechanical Engineering; Faculty of Civil Engineering; Faculty of Architecture and Regional Planning) students can study from Architecture and Planning up to Chemical Engineering, Technical Mathematics, Chemistry and Physics but also the Secondary School Teacher Accreditations Descriptive Geometry, Mathematics, Chemistry and Physics. CLAIU, the Liaison Committee of the Associations of University Graduate Engineers of the European Union was founded in 1988 as a de facto confederation aiming at being a platform for consultation and collaboration between the Associations of University graduate engineers from all the member states of the European Union. Today, 8 associations representing 8 countries ( Belgium, France, Luxembourg , Italy, Ireland, Spain , Portugal, Nederland) are members of CLAIU, i.e. in total more than 400.000 University Graduate Engineers are represented. 

In 1995 CLAIU has created a Register which is the formal presentation of the European Union’s Engineers represented by CLAIU, with their academic and professional formation. Engineers are enrolled in the CLAIU Register if they have an Academic Title issued in a Union country after long duration scientific studies (generally 5 years) and awarded by a European  University or a High Level Education Institution listed per member country. 

CLAIU will contribute to the project by making its knowledge and expertise of the engineering education and profession in the European Union available in order to formulate accreditation criteria. For example, CLAIU will bring in the conclusions of the International Seminar on “Increasing the competitiveness of the engineering education and profession in the European Union” which it organized in Leuven, Belgium on April 11-12, 2003 with support of the European Commission.

 

CRUI

CRUI

CRUI  (Conferenza dei Rettori della Università Italiane) is the association of the Rectors of the Italian Universities. It has been established in 1963 as private association of Rectors and has acquired a high institutional and representative role. Moreover its concrete capacity of influence on the development of the university system is also recognized. CRUI has an active role both on studying and experimental activities.
