Bodies
In
the following, you will find detailed information about the composition
of the different bodies of the ASIIN and their responsibilities. By
clicking on our own website, you will be able to identify the persons
who currently fill these positions in an honorary capacity.
General Assembly
- At the General Assembly all member groups have the same number of
votes. Each member group has as many votes as the largest member group
has members at the particular point in time. All members within a
given member group have the same number of votes. This principle of
vote allocation can be changed only with a majority of ¾ of the total
number of votes of all member groups.
- Each member can issue attorney in writing to a specific authorized
person. A member can also authorize another member to cast the vote by
proxy.
- The General Assembly has a quorum when more than half of the total
number of votes is present. If the conference does not attain a
quorum, another General Assembly with the same agenda must be convened
with a notice period of at least 14 days. In such a reconvened
conference, a quorum will be considered constituted irrespective of
the total number of votes present. In the invitation, reference must
be made to the reduced quorum requirements for the second General
Assembly.
- The regular General Assembly takes place each year, if possible in
the last quarter of a calendar year. A General Assembly must also be
convened by the Board if such a measure is necessitated by the
interests of the association.
- The General Assembly will be convened by the Board in writing with
a notice period of six weeks, and the invitation will include notice
of the agenda. The agenda will be decided by the Board. Members and
member groups may request additional agenda items to the Board in
writing up to three weeks before the General Assembly. The General
Assembly may rule on additions to the agenda set by the Board.
- The General Assembly is responsible for the following matters:
- formal approval of the members of the Board
- approval of the budget submitted by the Board for the next
financial year.
- acceptance of the Board's annual report
- discharge of the Board
- fixing the amount and the due date for the annual members' fees
and contributions. In all decisions in this regard deviating from §
6.1 each paying member will have one vote.
- resolutions on changes to the by-laws and dissolution of the
association
- resolutions on important matters relating to the association,
such as a limitation or expansion of association activities.
- resolutions on by-laws.
- The General Assembly will be chaired by the Chairman of the Board,
or in his absence, by the Deputy Chairman.
- Resolutions of the General Assembly will be passed by a majority
of all valid votes cast. Voting abstentions will not be counted. The
by-laws can be amended only with a majority of ¾ of the total votes of
all member groups.
- An extraordinary General Assembly will be convened by the Chairman
of the Board either in accordance with a board resolution or a
petition by 1/5 of all members or 1/4 of the votes, if possible within
6 weeks.
- Resolutions of the General Assembly will be recorded in the
minutes and signed by the acting chairman.
The
Board
- The Board consists of 12 persons. Each member group appoints two
representatives to the Board for a term of three years. The General
Assembly approves the members of the Board. A second term of office is
possible. The Chairman, who can hold office for a maximum of 2
consecutive terms, is appointed in rotation by the first two and the
last two member groups in accordance with § 3. The Deputy Chairman is
always from a different group. In the case of parity of votes, the
vote of the Chairman will be counted twice. Board members must be
active in their professional functions at the time they are appointed
and may not be older than 65 years of age. The Board will have a
quorum when two-thirds of its members are represented.
- The Board shall remain in office until it is newly constituted.
- The Chairman of the Board and the Deputy Chairman will be elected
by the Board for a term of office of three years. These individuals
may be re-elected once.
- The Board is responsible for all matters and business of the
association, unless such matters are assigned to some other body of
the association by these by-laws.
- The Chairman of the Board and the Deputy Chairman comprise the
Board in accordance with § 26 BGB (German Civil Code). The Chairman of
the Board and the Deputy Chairman are empowered jointly to represent
the Accreditation Agency for Study Programs in Engineering,
Informatics, Natural Sciences and Mathematics.
- Duties of the Board:
- appointment of the Accreditation Commission
- confirmation of the accreditation procedure and standards of the
Accreditation Commission
- recruitment as members of the association of all associations
and organizations relevant for accreditation
- negotiation and signing of reciprocal agreements with national
and international accreditation institutions
- decision on acceptance and exclusion of members.
- Members or the party concerned may appeal against decisions made
by the Board. These appeals will be considered at the following
General Assembly.
Accreditation
Commissions
The Accreditation Agency ASIIN has two
Accreditation Commissions: I (Engineering and Informatics, and II
(Natural Sciences and Mathematics). The by-laws of the two Accreditation
Commissions stipulate how coordination work on content is to be ensured.
- The specialists of the Accreditation Commissions, who are
appointed by the Board for a period of three years with the
possibility of one re-election, are independent as regards their
specialist field and shall be made up of 1/3 each of representatives
of technical universities, universities of applied science and
industry, as well as student representatives from the universities and
universities of applied science, international consultants and
employees’ organizations. The student representatives serve 2-year
terms of office. The members of the Accreditation Commissions are
changed regularly in a “rolling system”, whereby every year during
each three-year period one-third of the members is re-elected. Care
must be taken when the Accreditation Commissions are being convened
that all study programs to be accredited in Engineering, Informatics,
Natural Sciences and Mathematics will, where possible, be represented
by one or two experts for the relevant study programs. The
Accreditation Commissions shall ensure that the accreditation
standards and proceedings are in compliance with German laws and the
relevant European directives.
- The Accreditation Commissions are subject-independent and have the
following duties:
- fixing the procedural principles and standards for accreditation
of study programs in Engineering, Informatics, Natural Sciences and
Mathematics
- taking all necessary measures in order to achieve international
recognition of the accredited graduation certificates and degrees
- appointment of Audit Teams for the study programs to be
accredited, with reasonable consideration being given to the
recommendations of the Technical Committees
- accreditation of the study programs on the basis of the reports
of the Audit Teams and the recommendations of the Technical
Committees
- maintenance and publication of a list of accredited study
programs
- appointment of Technical Committees and the organization of
general training for auditors
- reporting to the Board on the work of the Accreditation
Commissions.
- The established procedural principles and standards for
accreditation must have the approval of a majority of votes from the
representatives of universities/technical universities, universities
of applied science or industry, in each case including the student
representatives and employees’ organizations.
Technical Committees
- The Accreditation Commissions set up Technical Committees for the
different subject areas. The Technical Committees are to be made up of
1/3 each of representatives of universities/technical universities,
universities of applied science and industry, as well as student
representatives from the universities and universities of applied
science. If there is a very unbalanced representation of study
programs at universities and universities of applied science, an
exception to the one-third parity can be made. Suitable consideration
is given to appointing the Technical Committees to the proposals of
the relevant faculties/departments/conferences of the universities.
The members of the Technical Committees are appointed for a period of
3 years, the student representatives for a period of 2 years, and may
be re-elected once.
- The Technical Committees have the following duties:
- proposal of auditors for the study programs to be accredited
- development and revision of standards, compilation of
documentation and instruction of auditors
- decisions on subject-related questions of accreditation
- acceptance and checking of reports from the Audit Teams
- an option to comment on reports from the Audit Teams to the
Accreditation Commissions
- participation in the training of the
auditors.
Headquarters
- Headquarters is managed by the Chief Executive Officer (CEO) of
the association. He is responsible for managing all the work of the
Accreditation Agency in accordance with § 2 of these statutes as well
as to ensure uniform principles in the work and management of the
association and its institutions.
- The CEO is responsible to the association for administering as
part of his assignment the assets and the accounts of the association.
- The CEO of the association is appointed by the Board.
- Headquarters personnel may have only a consultative role in bodies
with honorary members.

Programs in Engineering and Informatics The association
is comprised of 4 member groups (1 - 4). In the case of the members from
technical universities and universities of applied science (3 and 4),
the members make up the entire member group.
