
The aim of the ENGCARD pilot project is to reach a general consensus between all stakeholders involved in the design and implementation of ENGCARD - the innovative mobility instrument intending to play the role of a "Sesame" to facilitate mobility by attenuating the major obstacle rekated to the recognition of the professional qualifications of the engineers.
Recognition of Qualifications requires
Trust, and Trust requires Transparency. The ENGCARD concept contributes to solve
this issue by implementing a reliable, transparent and trusted European
Professional Mobility Pass for Engineers in order to facilitate their
geographical and/or occupational and/or virtual mobility.
This professional pass will present and certify on a transparent and
standardized way the qualifications of the engineer for facilitating recognition
purposes. It will be integrated in the EUROPASS framework as a new EUROPASS
document and also linked with EURES. The pass itself, as a seal certifying the
level of qualifications reached by the engineer, will be physically materialized
by a secure chipcard in order to constitute the Professional Identity Card of
the cardholder. This new certified EUROPASS-ENGCARD document containing the
professional qualifications in engineering of the cardholder will be appreciated
by the employers and contractors of engineers as well as by the national
administrations in charge of recognition of professional qualifications. They
will be able to easily and rapidly check if the engineering qualifications
presented comply qualitatively and quantitatively with their acceptance criteria
concerning the qualifications and competences required, more particularly for
health, security and consumer protection reasons.
This concept of Professional Card is conceived such that it could also be generalized to other professions to solve similar recognition of qualifications mobility issues.
This conference closed the feasibility study phase of the project, financed by
the EU Commission, aimed at
investigating whether a professional
card monitoring the career could facilitate the mobility of professions, as
addressed in the Directive on Recognition of Professional Qualifications,
Whereas 32.
FEANI and EUROCADRES, the two project partners, welcomed around 180 meeting
participants that day
which shows the high interest towards
this new tool proposed in the EU Directive.
